The Imo State Government has introduced major reforms in the education sector, discontinuing graduation ceremonies for nursery and Junior Secondary School 3 (JSS3) students, and banning the annual change of textbooks in schools.
In a policy directive dated August 15, 2025, signed by the Commissioner for Education, Professor Bernard Ikegwuoha (Ref: MOEPS/COMMR/2025/VOL.1/155), the government outlined new measures aimed at improving focus on academic achievement and reducing financial pressure on parents.
Key Highlights of the Policy:

Graduation Ceremonies Restricted: Only pupils completing Primary 6 and students graduating from Senior Secondary School 3 (SSS3) are allowed to hold graduation ceremonies or parties, aligning with Nigeria’s 6-3-3-4 education structure.

Textbook Policy Reform: Schools are now required to use approved textbooks for a minimum of four years. This is to curb the rising costs associated with frequent textbook changes and to promote consistency in teaching.

Private and Faith-Based Schools Warned: Proprietors are instructed to strictly adhere to the approved textbook list and avoid unnecessary alterations that can disrupt learning and burden families.
According to Professor Ikegwuoha, the reforms are designed to ensure students and schools concentrate on core educational goals while easing financial strain on households.
The policy is effective immediately and applies to all public and private primary and secondary schools across the state.
